Premises License
Providing alcohol is not being sold, between the hours of 08.00 and 23.00 on any day a premises license is not required for the performance of live music, playing of recorded music, exhibition of films, performance of plays, performance of dance or indoor sporting events.
These activities are deregulated for community premises during these hours if alcohol is not being sold. Alcohol may be freely given or premises users may bring their own. It is not permissible to supply alcohol and ask for or accept a donation, this still counts as a sale. It is not possible to charge an overall price for say a meal and purchase alcohol to supply with the meal from the ticket money, again this counts as a sale.
Alcohol may be used as a raffle prize providing it does not go to a person under 18 years of age.
A hirer wishing to carry out any of the activities above between 23.00 and 08.00 hours or who wishes to sell alcohol must submit a Temporary Event Notice to the licensing authority, the chief of police and the local authority exercising environmental health functions for the area where the premises are situated.
There is a limit of 15 TENs which can be given for one particular premises in each calendar year. Hirers need to have the permission of the Village Hall Committee Booking Secretary to submit a TEN. One person can only submit a maximum of 5 TENs per calendar year unless they are a personal license holder.
Music
The Village Hall is licensed for the playing of live and recorded music (between the hours of 08.00 and 23.00). The Village Hall holds a Performing Rights Society (PRS) and Phonographic Performance Limited (PPL) license.
Film
The Village Hall holds a Public Video Screening License (PVSL). This means films can be shown to age appropriate audiences between the hours of 08.00 and 23.00. Hirers cannot advertise the films publicly, only to members of the film club, and cannot charge for entrance. Hireres can charge for refreshments sold during the film show for example tea, coffee, ice cream. Making a small profit on the sale of refreshments is allowed. Alcohol cannot be sold without evidence of an authorised TEN submitted to the Village Hall Booking Secrerary.
